Rust that is that bad is a lost cause, if it has already eaten through the metal you'll just have to replace it.

A mild acid treatment can get rid of slight surface rust caused by irrigation systems but that's about it.

I learned two things in chemistry, rust is a chemical reaction, and chemical reactions are permanent.

Replace them with steel, since steel doesn't rust as easily. Rust isn't just ugly, it's also dangerous. If you get rust in a wound, it can get infected quite easily. You're better off just getting rid of the rusted parts completely.

If you have rust marks you can use a product called barkeepers friend which is a gentle cleanser that does not scratch most surfaces. Great for rust caused by bolts on lawn furniture. Then when the rusted metal is dry lightly sand if not to corroded and coat with a anti rust product, I bought one from Rustoleum for my metal lawn chairs and it worked great. It was alot of work though

How about rusty appliances like refrigerators and dishwashers? I live by the ocean and new appliances get rusty very quickly. Painting them does not seem like a feasible option and I am also limited by the fact that they are built in!

You would just have to test these products on your appliances or talk with the manufacture.
